  11. SUBJECT: MGT - The FCC "one hour" rule

  13.      There are all kinds of exercises for the communications
  14. volunteers in government service that a civil defense director or
  15. emergency services coordinator can authorize the Radio Officer to
  16. utilize to keep the interest of and train these volunteers. These
  17. are a few examples, some may be hours or even days long: Any
  18. emergency preparedness exercise. Bicycle races. Major sporting
  19. events. Fairs. Parades. Special community events.
  20.      Question: Doesn't the FCC one-hour rule for the RACES
  21. preclude any drill or exercise that exceeds one hour?
  22.      Reply: Several jurisdictions have a long history of
  23. participating in hours-long events and do not run afoul of the
  24. one-hour rule. How? Avoid designating it formally as a RACES
  25. exercise. The net is not activated as a RACES net but as the
  26. special event net or other appropriate title.
  27.      The one-hour rule is to prevent the use of RACES for on-
  28. going activities that should otherwise be provided for by
  29. government radio systems such as Police, Fire, Local Government
  30. and similar Radio Services. It was never intended nor interpreted
  31. to prevent RACES personnel from public service participation.
  32. What is important is that the local government disaster
  33. preparedness official authorize the activity and provide Workers
  34. Compensation coverage (in California) for the entire
  35. participaion period. The allows the jurisdiction to stimulate
  36. the interest of its responders and provide valuabl training
  37. opportunities.
